The people of the United Kingdom
voted for a new government in 1997. The people of Scotland voted
for a new system of governance.
The new government
has brought immediate change: a Scottish parliament, a raft of
new MPs in Scotland and - although the magnitude of the change
is arguable - a new approach to policy.
But the new parliament
brought about by that second vote in the referendum on devolution
looks like transforming the entire nature of government and public
administration in Scotland. Its also possible that it has
already altered the psychology of politics north of the Border. |
