The Evil Moody Celts were the sworn enemies of the Restitutors in Quest Game 9. They were a well-organized band of Ythcal and Fleyshur-worshipping fiends, following plans masterminded by the Claws of Conversion (1738), the Celts' leader.

Until recently, the Moody Celts were a dominant power on Kharne World #9. They declared four of Kharne's cities (Kernail, Kayjaycee, Coffet and Duquentin) "theirs", and charged other groups gold to spend turns there. If payment was not received, the Claws of Conversion's lackeys would start taking out group members with spells such as the Black Void.

It was only with the bravery of the Restitutors and allies that the Moody Celts' reign was ended, during the First Kernail Crusade. This shattered alliance has now been wiped from the face of Kharne. Many members of the Restitutors are still committed to the eradication of surviving ex-Moody Celts.
