The earth rotates on its axis in 24 hours.
In one hour the earth rotates 360/24 degrees ie 15 degrees.
If a place is 30 degrees east of your location, local time will be 2 hours later.
If a place is 45 degree west of your location, local time will be 3 hours earlier.
