This is the costume of an Indian Raja. It is made from silk. He is wearing a decorative turban with gold thread in it.

He's sitting on a cushion where he would be attended by his servant. Normally he would wear a sash tied under the left arm to show he is a Hindu, and under the right for a Muslim. These can be seen in many paintings (see below).
