Correspondence
The Secretary summarised the correspondence. There were requests to respond to
consultation documents and an invitation to attend a symposium in Belfast organised by HMI
and UCET.
Treasurer's Report
The Treasurer presented her report and proposed a raise in membership Fees from £8.00 to
£10.00 for next session. Members agreed to the proposal.
President's Address
Roderick MacKenzie addressed the membership. Copies of the speech were distributed to
members.
Amendments to Constitution
Proposed changes to the constitution in section I 1 and 13 were discussed. Agreed changes
- The appointment of an Honorary President for I year
- President and V.President serve maximum of 3 years.
- President and V.President normally serve 2 years
- The President may be elected for a 3rd year
- The Secretary normally serves for 2 years
The members voted for the changes.

NAEIAC
John Chowcat greeted his Scottish colleagues and presented a picture of the current
situation within the advisory services south of the border.
There is a movement towards a National Professional Framework.
They are lobbying DfEE for a policy paper and strategies for improved training and
development. There is a move towards the awarding of a kite mark to authorities that
achieve standard.
A research programme is looking at drawing up a framework of competencies for advisers.
Possibilities of advisory work seen as a profession in itself with its own career path.
Intention is to maintain contact with AEAS. NAEIAC has close working links with
colleagues in Wales and N.Ireland. John gave details of pay agreements in England
Wales and N.Ireland.
John thanked the association for the invitation to conference and expressed hope for
strengthened relationships in the future. He also expressed good wishes to all his
Scottish colleagues.
McCrone Report
T Doherty presented pay comparisons from 1989 and suggested that pay award should be in
excess of 23% in order to redress erosion.
J Muir and A Horne gave information from EIS meeting and agreed to liaise with T Doherty
before next meeting.
There was an emphasis on the tradition of advisers pay being linked to teachers pay.
Executive committee have written to J McConnel to request inclusion in SJNC negotiations.
