2    Welcome to NAEIAC Officers
R.M. extended a warm welcome to John Chowcat (General Secretary) and Simon Patten (President).
3    Correspondence
There was no correspondence.
4    Minutes of the last meeting
The minutes were Proposed by M.B. and seconded by T.D.
5     Matters arising
R.M. reported that he had represented the Association at the NAEAC conference at Canary Wharf, attending a morning session on Competencies for Advisers.
6   Update on salaries claim
T.D. and R.M. had met with representatives of COSLA and EIS who felt that our legal challenge was bound to fail but that there was a possibility of exploring one test case. The arguments of ‘use and wont’ wouldn’t hold up since all past negotiations have been ‘parallel’ rather than single settlements. T.D. had raised the subject of funding and the possibility of our solicitor giving them useful information. This was rejected by the E.I.S. There were around 500 EIS members involved in the dispute, some of whom have decided to approach their local groups. The general tone of the meeting was positive and future joint meetings were felt to be a good idea.

T.D. reported that Ken Cunningham, the new President of H.A.S. was most supportive and interested in discussing the way forward.

7   Conference update
The subgroup had met in North Lanarkshire. The Stirling Highland Hotel had been booked with similar terms to last year. It was agreed that the residential rate for the one-and-a-half-day conference would be £220, and the day rate £100.

W.P. commented that the conference was a good opportunity to raise the profile of the Association in the Media.

8    Discussion with NAEIAC Officers
There was an extensive discussion, the main points of which were as follows:

About NAEAC:
-  NAEAC is a large autonomous organisation with over 3,000 members, drawn from England, Wales and Northern Ireland.
-  They are working with the Government to produce National Professional Standards for advisory officers
-  Since they feel that CPD for advisers is essential, they are working on A National Training Framework for Advisers.
-  They are a Trade Union, accepted by other Unions.
-  They spend much of their time lobbying people, and have a good relationship with D.F.E.S.
-  They are the main provider of induction courses for new Advisers.
-  They have 5 regional officers, mainly concerned with pay; workload and stress;
-   Restructuring of advisory services.
-  They send members 5 bulletins per year.

They proposed:

  • A closer (voluntary) relationship between NAEAC and AEAS – an association for which there would be a nominal fee.
  • They would provide information and advice on professional developments
  • They might run training courses customised for Scotland
  • They would provide information about us in their bulletins.

R.M. proposed that this might be put to members at the forthcoming conference.

The next meeting of the AEAS executive committee will be on Thursday 31 January 2002 in South Lanarkshire at 10.30.
