This guidance is addressed to all agencies working with children
and families in the statutory, voluntary or independent sectors, who may have to respond
to information or allegations that a child is at risk of significant harm or abuse. It
should help agencies and professionals to understand each other's roles and functions, and
make the best use of their experience and expertise in safeguarding children.
