The National Numeracy Strategy was effectively launched in April 1998, eighteen months after the start of the Hamilton Maths Project. Professor Ruth Merttens, the educational director of HMP, also worked closely with the NNS team, writing and designing the national strategy. As a result both projects have, from their inception, shared aims, content and certain key beliefs about how children learn maths.

The Numeracy strategy stresses the need for children to develop sound mental calculation strategies and the approach that the framework takes to recording is based on making a smooth transition from these to standard written methods.
